[A11y Assessment - NTP One Google bar] account submenu buttons read as links

Issue description

NVDA 2017.3
JAWS 2018.1710.42 private preview release

# Open screen reader + Chrome NTP 
# Navigate to the Google Bar > Account, press space to collapse
# Navigate through the list through the three buttons: My Account, Add Account, Sign Out
Expected: buttons labeled, read as buttons. Button navigation keys find the buttons. 
Actual: Buttons are read as links, not found in the button navigation list

This is an issue with the OneGoogleBar, which isn't owned by Chrome. I'll file an internal bug.
