[A11y Assessment - NTP One Google bar] notification submenu not read/strangely named

Issue description

Google Chrome 64.0.3251.0 (Official Build) canary (64-bit) (cohort: 64-Bit)
Windows 10 Enterprise Version 1607 Build 14393.1770
NVDA 2017.3
JAWS 2018.1710.42 private preview release
ZoomText Private Beta -  11.7.11.410

NVDA doesn't read this submenu at all, JAWS and ZoomText have problems:  

# Launch JAWS and Chrome, open NTP
# Navigate to the Google bar > notifications icon
# Press space to collapse the submenu
Expected: all text read properly
Actual: some text is not read, for example, when there are no notifications the visual text "All caught up" is not available to be read by the screen reader 
# Tab to the settings wheel and press space 
Expected: text is read
Actual: JAWS says "Settings Button I0_1509146422941 frame Google notifications Region" 


# Close JAWS, open NVDA 
# Navigate to the Google bar > notifications icon
# Press space to collapse the submenu
Expected: able to access settings button, read info in menu
Actual: NVDA doesn't read any of the contents. When tabbing, the tab order continues on the page below the menu as if the menu didn't exist   

# Close NVDA, open ZoomText
# Navigate to the Google bar > notifications icon
# Press space to collapse the submenu
Expected: able to access settings button, read info in menu
Actual: The settings button is not read but clicking on it works. After clicking, ZoomText says "unnamed button disabled". Text such as "All caught up" is not read.
