Shelf becomes completely transparent on screen unlock |

Issue descriptionGoogle Chrome 63.0.3239.20 (Official Build) dev (64-bit) Revision 0 Platform 10032.17.0 (Official Build) dev-channel caroline What steps will reproduce the problem? (1) Open a browser window and drag the window so that part of it is below the shelf (2) See that shelf is translucent (3) Lock the screen using Search + L (4) Enter password and unlock the screen What is the expected result? Shelf should be translucent because there is a window behind it. What happens instead? Shelf is completely transparent and cannot see the uber tray and notification center area. Attached screenshots.

Probably related to views-shelf, which can be verified by seeing if this does not repro with --show-webui-lock.
