DCHECK(browser->IsActive()) fails at GetAppMenuButton() when running IncognitoWindowTrackerBrowserTest.ShowPromo

When running
IncognitoWindowTrackerBrowserTest.ShowPromo
browser test using "--enable-features=NetworkService" flag, it fails at:
DCHECK(browser->IsActive())
at GetAppMenuButton()
//chrome/browser/feature_engagement/incognito_window/incognito_window_tracker.cc

I think this test case has been fixed and was removed from:
//testing/buildbot/filters/mojo.fyi.network_browser_tests.filter.
So this issue can be closed.
