Open/Save file dialog does not appear, but window received no further input |

Issue descriptionChrome Version: 62.0.3202.75 (Official Build) (64-bit) OS: Linux [redacted].corp.google.com 4.4.0-97-generic #120~14.04.1-Ubuntu SMP Wed Sep 20 15:53:13 UTC 2017 x86_64 x86_64 x86_64 GNU/Linux Anything that triggers a file open or file save dialog causes the entire current window to stop receiving input--it hangs, but no dialog appears. The only mitigation is to force-quit the window's process. To repro, right click an image and attempt to save image. Or find a file upload form, and click on the control that populates the upload field.

Tested on reported Chrome version #62.0.3202.75 and latest Canary #64.0.3253.0 on Ubuntu 14.04, Mac 10.12.6 and Windows 10 and unable to reproduce the issue. @feinberg -- Could you please try by removing the extensions and creating a new profile to verify if the issue still persists. If the issue is still reproduced could you please provide the sample test file or a website to upload form where the issue can be reproduced. Please let us know if we have missed anything. Attaching the screencast and test file used for reference. Thanks in advance.
