FR: Enable Android on older Chrome devices soon

Issue description

Description:
Android support on Samsung XE500C12 (or other older Chromebooks)

Use case:
There are schools that still have those older devices tied with licenses that still work and would be great if they could run Android on them. A lot of educational apps don't have Chrome app versions and for those schools who have a mix of old and new Chrome devices who rely on those apps, having them be able to run the same app regardless of their devices age will be a convenience, not to mention it could help cut down costs at least without having to buy new devices even if the old ones can still run Android apps.

Motivation:
A customer has already purchased Samsung XE500c12 in bulk only to learn that these devices don't support Android yet. One of the primary reason they purchased the said devices is that they wanted to use Adobe android apps to help in teaching their students. I believe that with the growing functionality of Android apps, this could be the same reason why other schools would purchase Chromebooks too. There are also others that still has the older devices. Having all devices (old or new) support android, would be a huge convenience to all schools not to mention it will be help cut costs.
