draggable="true" has white background

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/62.0.3202.62 Safari/537.36

Steps to reproduce the problem:
1. open any html page where is an element with attribute `draggable="true"` 
2. drag this element to another position
3. you will see the white background while dragging

What is the expected behavior?
I want to see transparent background of dragging element as it happens on chrome on windows and MacOs

What went wrong?
White background appears

We already support transparency on drag windows, but your system needs to support it too.  You must be running a compositing window manager for it to work.
