F12 Should open DevTools on Mac

Chrome Version: 64
OS: OSX

What steps will reproduce the problem?
(1) Open Chrome on Mac
(2) Hit F12

Expect: Developer Tools to open as they do in Chrome on Windows and Linux and in Firefox on the Mac.

Actual: Nothing happens.

Originally, the argument for omitting F12 on Mac was a binding to Dashboard; this no longer seems to be relevant. https://bugs.chromium.org/p/chromium/issues/detail?id=56375#c17
