Issue description

UserAgent: Mozilla/5.0 (X11; CrOS x86_64 9765.85.0) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/61.0.3163.123 Safari/537.36

Steps to reproduce the problem:
1. Pixelation on boot
2. turn off
3. turn on

What is the expected behavior?
Chrome OS 61 has introduced a new bug.  On boot there is pixilation and the only fix is to just turn them off and on.  Besides this new bug, the chrome os missing or damaged where it does not boot unless you turn it off and on up to 50 times is still happening randomly and that has been an issue for almost a year.

What went wrong?
Have to turn off and on to fix both bugs
