AppCache is being removed after restoring from unexpected shut down.

Issue descriptionUserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/62.0.3202.75 Safari/537.36 Steps to reproduce the problem: 1. Open a page that is stored in an AppCache(i.e. a different page inlcuded this page in its manifest) 2. Go offline 3. Cause an unexpected shut down (holding the power button or removing the battery) 4. computer back on (continue being offline) 5. Open chrome 6. Click the "Restore" button What is the expected behavior? The page is loaded offline from the manifest What went wrong? The manifest is gone and you have to go back online to get the manifest again. Did this work before? N/A Does this work in other browsers? Yes Chrome version: 62.0.3202.75 Channel: stable OS Version: 10.0 Flash Version: This only happens on pages that are included in the appCache, not the page that manifest belongs to. So for my test case that I included go to AppCacheTest.html first, this will download the manifest. Then go offline and follow the line to pageStoredInAppCache.html. Now you can follow the steps to reproduce.

FWIW, I was not able to repro this with taking the server offline instead (in step 2) and crashing the browser via chrome://inducebrowsercrashforrealz (in step 3) and on Linux. That's a lot of different variables; just trying simpler steps first.

Created a new profile and still reproduced the bug. It looks like I forgot to mention that the page should be served from an HTTP server and not navigated to from the file system. Try the link again, I might have had the wrong permissions on it. I sent the link to a co-worker and they were able to view the video now.
