Select element with multiple attribute may automatically scroll after a value is selected on Windows and move the selected value out of view

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/62.0.3202.75 Safari/537.36

Steps to reproduce the problem:
1. Create an HTML file with the following markup:

<select multiple="multiple" size="3">
<option value="1">1</option>
<option value="1">2</option>
<option value="1">3</option>
<option value="1">4</option>
<option value="1">5</option>
<option value="1">6</option>
<option value="1">7</option>
<option value="1">8</option>
<option value="1">9</option>
<option value="1">10</option>
<option value="1">11</option>
<option value="1">12</option>
<option value="1">13</option>
<option value="1">14</option>
<option value="1">15</option>
</select>

2. Open the file in Chrome on Windows 10

3. Select the value 5

4. Click outside the element to remove focus

5. Select the value 5 again

What is the expected behavior?
The value is highlighted and is visible.

What went wrong?
The selected value is highlighted, but the element automatically scrolls it out of view.

Chrome version: 62.0.3202.75  Channel: stable
OS Version: 10.0
Flash Version: 

Intermittent issue.  Appears to happen more often when the selected value as it the top or bottom of the list of visible options.

Video of the issue attached.  We can see the element automatically scrolling, but in this case the selected value still remains in view, but there are times where it moves completely out of view.

We are unable to reproduce the issue on reported version 62.0.3202.75 using file 123.html.
Could you please provide sample test file, that would help in triaging the issue from TE-end

Might be a duplicate of  issue 771216  but it was fixed in 62.0.3202.52
Status: WontFix (was: Unconfirmed)
As there is no response/feedback from the reporter from more than 6 months hence closing this issue and marking it as Wontfix.

@Reporter: Please feel free to raise a new issue if able to reproduce the issue using latest chrome builds.
