Issue descriptionChrome Version (from the about:version page):62.0.3202.75 Is this the most recent version: yes OS + version: archlinux with 4.13.8-1-ARCH CPU architecture (32-bit / 64-bit): 64-bit Window manager: xfce URLs (if relevant): https://pan.baidu.com/s/1eR5gesy and so on Behavior in Linux Firefox: don't know Behavior in Windows Chrome (if you have access to it): OK What steps will reproduce the problem? (1) when i download a file with a Chinese name . (2) (3) What is the expected result? I want to get the right filename by defalt. What happens instead? The symbol "&" in filename are replaced by "%26" Please provide any additional information below. Attach a screenshot and backtrace if possible. For graphics-related bugs, please copy/paste the contents of the about:gpu page at the end of this report.

Hm.. seems to work fine for me. The link you posted is no longer valid, could you give another example of a link that fails?

Chrome used to work so fine on windows that I didn't test it on windows 7.But after seeing your comment, I just find this file has the same problem on windows. Then I downloaded it from google drive, the filename is just right.So I think it's the website's problem.I appreciate your time.
