Regression : Unnecessary border line is seen at bottom of the 'Please wait' screen even when no options are available

Chrome Version: 64.0.3249.0/10070.0.0 dev channel Paine,Kip and Peppy
OS: Chrome

What steps will reproduce the problem?
(1)In Sign-in screen enter valid credentials i.e. Enter Email Id and Password
(2)Click on 'NEXT' button -> Navigates to 'Please wait' screen and now observe unnecessary border line is seen at bottom of the page(Please refer Screenshot)

Expected: Unnecessary border line should not be seen at bottom of the 'Please wait' screen as there are no options available under that  border line
Actual: Instead unnecessary border line is seen at bottom of the 'Please wait' screen 

This is Regression issue as 'Back' button is available in 'Please wait' screen
so necessary border line is seen in  64.0.3241.0/10041.0.0 dev-channel Peppy
