Regression : Improper cursor position is seen in save password bubble.

Issue description

Chrome Version:64.0.3251.0 (Official Build) 1ea7bc61dc1711a388b6031047506fc6e2a58051-refs/heads/master@{#512036}(32/64 bit)

OS:Windows (7,8,10),Linux (14.04 LTS).

Precondition:Sign in to gmail account with valid credentials.

Steps to reproduce:
1)Launch chrome and go to 'https://mail.google.com/mail/u/0/#inbox'.
2)Now click on password key on omnibox and right click on username text field.
3)observe.   

Actual Result:Improper cursor position is seen in save password bubble.
Expected Result:Cursor position should be at the end of text.

This is Regression issue broken in 'M-64' and Using the per-revision bisect providing the bisect results,
Good Build:64.0.3244.0
Bad Build:64.0.3245.0

You are probably looking for a change made after 510090 (known good), but no later than 510091 (first known bad).

Thanks for taking a look at that. 

To me, it works as expected. Implemented this behavior in  Issue 770051 . The start of username should be visible. It is why set a cursor to the beginning. I don't see any problems here. Reopen the bug if you disagree.
