Chrome Version: 64.0.3250.0
OS: Win7, Mac 10.12.6,Linux 14.04 

What steps will reproduce the problem?
(1) Launch chrome
(2) Navigate to chrome://settings/languages
(3) Change language to any of the RTL language like Hebrew/Arabic & relaunch chrome
(4) Navigate to chrome://apps page & observe icons like Docs, Drive, sheets,Secure shell, remote desktop etc...(Ex: 7 apps)
(5) Now resize the page from right to left or left to right fully
(6) Observed that all the apps icons are getting overlapped


What is the expected result?
1. All the app icons should be visible even after resizing the window when chrome set to any of the RTL languages.
2. Bottom scrollbar should be present on the window if there are more no.of apps installed

What happens instead?
1. All the app icons are not visible  when user resizes the window 
2. Bottom scrollbar is not available on the window if there are more no.of apps installed

It is a non regression issue as it is observed from M50 builds.

Could someone from dev team please take a look into this issue.

Same issue observed on all 3 OS (Windows 7,Mac & Ubuntu)
