What steps will reproduce the problem?
(1)Recover Build ->In OOBE Screen, goto 'Google Chrome OS terms' page and observe

Actual: First few lines in terms are missing. It appears after some time or after we scroll down completely and scroll up.

Expected: All the lines in the terms should be seen 

This is a Regression issue as same is working fine in 61.0.3163.123/9765.84.0 stable

Note: 1.Issue is not seen in Linux,Windows OS
      2.Issue is seen in M-63 also
