Hi, I tried with a fresh profile without any extensions or add-ons. The issue still persists.

Able to reproduce the issue on the reported chrome version stable 61.0.3163.100 using Ubuntu14.04 and Windows 10. Issue is not seen on Mac 10.12.6 and on latest canary 64.0.3254.0. As the issue seems to have an inconsistent behavior from M50(50.0.2661.0) treating it as non-regression hence marking it as untriaged.
