Regression: First Avatar icon is not seen selected as default in "Add Person" overlay.

Issue description

Version: 64.0.3251.0(32/64-bit)1ea7bc61dc1711a388b6031047506fc6e2a58051-refs/heads/master@{#512036}
OS: Win(7,8,10), Mac(10.12.6, 10.13.1) and Linux(14.04 LTS).

What steps will reproduce the problem?
1.Launch chrome, click on Avatar icon at the top R.H.S. and then click on "Manage People".
2.Click on Add Person and observe.

Actual Result: First Avatar icon does not appear selected by default.
Expected Result: First Avatar icon should appear selected by default(Blue Ring should be seen on the first Avatar icon to indicate that it is a default avatar).

This is regression issue, broken in ‘M 61’ and below per-revision bisect result,
Good Build: 61.0.3139.0(Revision: 481758)
Bad Build: 61.0.3140.0(Revision: 482096)

You are probably looking for a change made after 481775 (known good), but no later than 481776 (first known bad).

This is a known issue. There is big comment in the CL description at https://codereview.chromium.org/2950943002 explaining the problem.
