Regression : Flickering of contents on incognito page are seen after pressing 'F12' key.

Issue descriptionVersion: 64.0.3251.0 (32/64-bit) 1ea7bc61dc1711a388b6031047506fc6e2a58051-refs/heads/master@{#512036} OS: Windows (7,8,8.1,10),Linux (14.04 LTS) What steps will reproduce the problem? 1. Launch chrome, navigate to 'New incognito window' and open devtools. 2. Now open emulated view and press 'F12' key continuously and observe incognito page Actual: Flickering of contents on incognito page are seen after pressing 'F12' key to open devtools Expected: Flickering of contents on incognito page are seen after pressing 'F12' key to open devtools This is regression issue, broken in ‘M 64’ and below is the bisect results: Good build:64.0.3250.0 (Revision: 426674) Bad build: 64.0.3251.0 (Revision: 426989) You are probably looking for a change made after 512027 (known good), but no lat er than 512028 (first known bad).
