Chrome Home: when viewing an AMP page, when you scroll down, the bottom bar does not hide

Issue description

Steps to reproduce the problem:
when viewing AMP pages, when you scroll down, the bottom bar does not hide like it's supposed to. When you view 'normal' websites, the bar hides when you scroll down, as expected

This is by design of the AMP pages; they exist in an iframe, so scrolling doesn't affect the toolbar.

+bokan@ I recall seeing an issue to track allowing a non-root scroller to affect the browser controls but can't seem to find it.

Yup, issue 757016 tracks shipping that - though there's still a ways to go in finishing the implementation, spec writing, and talking to other vendors about it.
