[A11y Assessment - Customize Menu] Zoomtext not reading any menu items

Issue description

Google Chrome 64.0.3250.0 (Official Build) canary (64-bit) (cohort: 64-Bit)
Windows 10 Enterprise Version 1607 Build 14393.1770
ZoomText Private Beta -  11.7.11.410

Steps to repro:
# Launch ZoomText
# Launch Chrome
# Navigate to and collapse Customize and Control Google Chrome menu in upper right corner
# Move mouse over the menu items
# Use keyboard to navigate through menu items

Expected: text is read
Actual: nothing in the menu is read

Bumping up in priority 
This also applies to any Bookmark Bar folders/submenus 
This also applies to NTP > Google Bar > Notifications dropdown menu
This also applies to the bookmark bar context menu. 
To get there, navigate to any bookmark on the bookmark bar then press shift + F10 to open the context menu. Nothing in that menu is read.

We may need to ask ZoomText about this, if all of these things are working fine in JAWS and NVDA, it's not clear what we might be doing wrong.
