[A11y Assessment - Customize Menu] Space bar does not collapse the submenus

Project Member Reported by leberly@chromium.org, Oct 27 2017

Issue description

Google Chrome 64.0.3250.0 (Official Build) canary (64-bit) (cohort: 64-Bit)
Windows 10 Enterprise Version 1607 Build 14393.1770
NVDA 2017.3
JAWS 2018.1710.42 private preview release
ZoomText Private Beta - 11.7.11.410

This is just a note to consider the UI when navigating to the sub-menus in the Customize and Control Google Chrome menu in the upper right corner.

Typically in Windows, you'd collapse sub menus by pressing the space bar. However, for sub menus in this screen of Chrome like History or Bookmarks, you need to use the right arrow button, not space. There is a visual indication to do this, an arrow pointing to the right, but there is no indication for screen reader users.

This also applies to any folders/submenus on the Bookmarks bar

I just tried submenus in Firefox and Notepad++, neither of them open submenus when pressing Space.

JAWS and NVDA should be reading "has submenu" or something like that for these menu items, that's the indication that you need to press Enter or Right Arrow.
