Chromevox can't be switched off Asus R11 Chromebook

Issue description

Mode: force_next
Version: 61.0.3163.123
Reproduction Steps: 
1. Enter Accessibility options and remove tick against Chromevox. It stops working.
2. Continue in peace for a while and then Chromevox switches itself on again usually commenting on every movement of the mouse cursor and obliging me to reboot. switches
3. Reboot. ChromeVox is set to ON despite being OFF before the reboot.
4. Help!!

Hello,

A bug is fixed as of Chrome 63 that should have resolved this issue of the screen reader speaking in Android apps even when ChromeVox is off. Please update your Chromebook and try again. If you're still having trouble, please reopen this issue. Thanks!
