Steps to reproduce the problem:
1. Set up PIN sign-in
2. Use system, eventually log out / shut down
3. try to log in again

What is the expected behavior?
Only password entry is available

What went wrong?
The "PIN or password" entry should be available instead

Smart Lock also frequently fails. Despite having both smartlock and PIN enabled I am more often than 50% of the time forced to enter long, complicated password.
