Just making a note of the UI experience so we can double check it matches what we expect. 

# Load fresh instance of Chrome + AT software of choice. Make sure that the go backwards and go forwards buttons are grayed out/disabled 
# Press F6 to get into the Omnibox 
# Shift-tab backwards in the tab order 

Expected: back and forward buttons are announced as disabled buttons since they are visually still there 

Actual: back and forward buttons are removed entirely from the tab order even though they are visually still there
