Issue descriptionWhat steps will reproduce the problem? (1) http://jsfiddle.net/j6m0yr5n/2/ Observe that Edge, Internet Explorer and Firefox fire onscroll event on currentTranslate changes. Chrome doesn't. Here is the SVG 1.1 spec text that describes the expected behavior www.w3.org/TR/SVG/interact.html#ScrollEvent Note: We've uncovered this minor interop issue during internal change, not aware of any live sites affected. In the couple CRBugs that provide samples that change currentTranslate onscroll is not used. Generally I'd expect very low usage for this API.

My FF nightly doesn't appear to dispatch any 'scroll' event (or even apply currentTranslate unless <svg> is the document element.) I take it we don't want to dispatch 'SVGScroll', but rather 'scroll'.
