PopupAllowedForUrls policy is not working on Win7

Chrome Version: 62.0.3202.0

This issue only repro on Win7 but not Win10. When policy PopupAllowedForUrls is set in GP (e.g www.popuptest.com)and pushed to client machine, chrome://settings shows Popups blocked and Allow url set to www.popuptest.com
on Win7, the allowed www.popuptest.com is not honored but on Win10 it is.
Chrome://policy does show Allowed url www.popuptest.com

What steps will reproduce the problem?
(1) Enable "policy Allow popups on these sites"
(2) push to client machine
(3) navigate to www.popuptest.com

What is the expected result?
popup is allowed

What happens instead?
popup is blocked

Status: WontFix (was: Unconfirmed)
after restart chrome, I couldn't repro this bug either. resolve it as won't fix.
