On Chrome 62.0.3202.62 in OSX 10.11.6, the browser tabs and window controls are unavailable when maximized under some circumstances. Screenshot attached.

Repro steps:
1) Open any Chrome session (standard or incognito)
2) Open a new tab in this Chrome session by any method
3) Click and drag the new tab away from the window to separate it into its own window
4) Maximize this second window with the green button in the top left
5) The maximized window has no tabs or window controls
As a user, I'd expect these controls to be retained regardless of how the window is created or whether it is maximized.

This behavior does not affect windows which are opened by selecting "Open New Window" or "Open New Incognito Window", nor windows which are opened by Shift-clicking a hyperlink.

Some other comments
1. When I go full screen I get a blank grey bar at the top... no exit/minimize. Also if I put a window to full screen that has multiple tabs I can't see the multiple tabs anymore! It's so annoying because to get out of full screen I have to go into view and exit full screen.... sooooo many more steps! [sbargellini@]

2. I've just updated Chrome yesterday. Now, when I open a second window on a different screen and maximize that window, none of my tabs are visible, and the only way I can navigate between them is to use the shift+tab hotkey.

3. On Chrome 62.0.3202.62 on Mac OSX 10.11.6 and 10.12.6, when maximizing a secondary window in the same browser session the tab bar and window controls are missing, replaced with a blank gray bar. Screenshot attached. The behavior affects only the second and subsequent windows in each session, so the second normal window or the second incognito window. The first window opened in each session retains its window controls when maximized. Behavior does not exist in Chrome 61.

4. My tabs are disappearing on split screen and I am not sure what is happening
