Flash Exceptions not working in Managed Environment

Issue descriptionUserAgent: Mozilla/5.0 (Windows NT 6.1; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/62.0.3202.62 Safari/537.36 Steps to reproduce the problem: 1. Setup a managed environment. 2. Set DefaultPluginsSetting to anything 3. Login as a managed user 4. Manually add a Flash Exception 5. Flash exception is ignored. What is the expected behavior? Flash exception should be honored. What went wrong? The Flash exceptions list under chrome://settings/content/flash is no longer honored when DefaultPluginsSetting is set. If you configure PluginsAllowedForUrls, then the browser will honor the managed settings. Did this work before? Yes 61 Chrome version: 62.0.3202.62 Channel: stable OS Version: 6.1 (Windows 7, Windows Server 2008 R2) Flash Version: 27.0.0.183

Tested this issue on Windows with chrome #61.0.3163.100, #62.0.3202.62 Observation-1: When default flash setting is enabled with allow all sites to run flash plugin, For M61 - Observed the manually added exception is playing For M62 - Observed the added exception is asking for to run for the first time. Observation-2: When default flash setting is enabled with Block the flash plugin, For M61 - Observed the manually added exception is not playing. For M62 - Observed the manually added exception is not playing. Attaching the screen-cast for reference mayers.j@ Could you please look into it and let us know that M61 behavior is the expected behavior for this issue.

@kkaluri@chromium.org I experienced this behavior as well. So it would seem there's something wrong within the 62 code because the first scenario should yield the same results.
