Stopping CQ in Gerrit

Issue description

Sometimes it might be useful to stop the commit queue if something wrong found out in a CL in the last minute.
In Rietveld it was just unticking the box.

CQ didn't stup by un-LGTM, but stopped by uploading a newer patchset.

Since CQ is stoppable in Gerrit, please add it to UI.

Simply click the X next to the CQ+1 or CQ+2 label!

Little-known fact: unchecking the CQ box in Rietveld basically didn't do anything. The CQ kept doing what it was doing, and just didn't land the change at the end. It works the same way in gerrit: if you remove the CQ+X label, or remove the Code-Review+1 label, it will get to the end and then just stop without submitting the change.
