When I close all windows (and keep e.g. a chrome app or android app open) and sign out and back in  (with "continue where I left off enabled"), upon return I do not continue where I left off but am given an empty Chrome window immediately.

I am not 100% sure that is what we want. On the other hand. starting with nothing does feel weird as well. Maybe this would be something we change when we have Android session restore? We should at least think about this
