Steps to reproduce the problem:
1. Open dev tools
2. Drag top tabs to a custom order (Elements, Audits, Sources, Custom extensions, etc.
3. Close dev tools
4. Re-open dev tools
5. The custom order you had set before is not remembered

What is the expected behavior?
It should be remembering the custom tab order for devtools

What went wrong?
It forgot the order when a custom order was set
