Layout tests on client.v8.fyi should switch to swarming |

Issue descriptionV8 uses the layout tests on https://build.chromium.org/p/client.v8.fyi/console to get a preview of V8-related layout-test failures. The bots are very flaky and much more red lately than their chromium counterparts. Those switched to swarming. I think V8 should do the same.
