Regression : Cursor from 'Enter your Email' text field is seen missed on clicking 'Network info' icon at Uber Tray

Chrome Version: 63.0.3239.20/10032.17.0 dev-channel Candy,Reks and Daisy
OS: Chrome

What steps will reproduce the problem?
(1)Recover build -> Connect to Wi-Fi network -> Now Sign-in screen is seen
(2)Click on Uber Tray -> Now Observe cursor is at 'Enter your Email' text field and is highlighted-> Select Network at Uber tray-> Click on 'Network info' icon 
(3)observe Cursor from 'Enter your Email' text field is seen missed and again clicking on 'Network info' icon  cursor is at'Enter your Email' text field and is highlighted (Please refer video and screenshot)

Expected: Cursor from 'Enter your Email' text field should not get vanished on clicking 'Network info' icon 
Actual: Instead Cursor from 'Enter your Email' text field is seen missed

This is Regression issue as same is working fine in M-58

@wzang: Please confirm the issue

Although this is a regression, I think the current behavior is still fine. The focus is supposed to be on 'Network info' when it's open. As long as the cursor is back when the network info is closed, it should be fine. Please reopen if there's other implication that I don't know of.
