Steps to reproduce:
1.Launch Chrome, go to the above URL and observe.

Actual Result: Broken image icon is seen.
Expected Result: Broken image icon should not be seen.

This is regression issue broken in ‘M-63’ and below per-revision bisect result

Using the per-revision bisect providing the bisect results,
Good Build: 63.0.3236.0(Revision: 507287)
Bad Build: 63.0.3238.0(Revision: 508208)

You are probably looking for a change made after 507308 (known good), but no later than 507309 (first known bad).
