What steps will reproduce the problem?
1. Launch chrome and navigate to chrome://flags page.
2. Enable/Disable any flag such that 'RELAUNCH NOW' button appears on the page.
3. Now hover mouse pointer over 'RELAUNCH NOW' button and observe the cursor.

Actual Result : Arrow pointer is seen while hovering mouse over 'RELAUNCH NOW' button.

Expected Result : Hand pointer should be seen when hovering mouse on 'RELAUNCH NOW' button.

This is a Non-Regression issue seen from M-63, as this is a new implementation introduced from build #63.0.3235.0.
