Nothing is happened after clicking on Email in Bing

Issue description

Chrome Version:62.0.3202.75 (Official Build) 67b212ffb03c4401235f8961e2d15371b96cde27-refs/branch-heads/3202@{#750}(32/64 bit)
OS:Windows (7,8,10)

Steps to reproduce:
1)Launch chrome , navigate https://www.bing.com/maps?FORM=Z9LH3.
2)click on Share icon, share overlay appears.
3)Click on Email and observe   

Actual Result: Nothing is happened after clicking on Email
Expected Result: Email option should be seen after clicking on Email

This is an Non-Regression issue seen from M-45

Note: This issue is not reproduce on Linux and Mac

At a glance at the "Email" link on the share dialog:
<a href="#" class="shareButton" id="emailIcon" data-tag="Share.Email" role="button">Email</a>

So it looks like the onclick handler or something is taking care of
actual mailto: navigation.
I confirmed it works on my linux box (although it was super slow, and popped
up system's default mailer program which isn't gmail). But I could not on
my windows box - it might be just registration of mailto: handlers.

I just typed the following line in URL:
data:text/html, <a href="mailto:abc@example.com">abc</a>
and it behaved same on linux/windows.

After setting up Gmail protocol handler on Windows Chrome,
it started working on windows, so this is working as expected.

I guess on default installation of Chrome on Windows, no protocol
handler is installed for mailto: URL link.
