Regression: Select all option from context menu doesn't work under application section.

Issue description

Chrome Version: 62.0.3202.75 (Official Build) 67b212ffb03c4401235f8961e2d15371b96cde27-refs/branch-heads/3202@{#750}(32/64 bit)
OS: Windows (7,8,8.1,10),Linux (14.04 LTS),Mac OS X(10.12.6,10.13.1).


What steps will reproduce the problem?
(1)Launch chrome and open ntp > devtoools
(2)Click on 'application' > top > stylesheets > new tab such that code appears
(3)Now select any text right click and click on 'select all' option from context menu, observe

Actual: Select all option from context menu doesn't work under application section.

Expected: Select all option from context menu should work under application section.

This is a regression issue broken in 'M54' and below is the bisect info
Good Build: 54.0.2803.0 
Bad Build:  54.0.2805.0

You are probably looking for a change made after 407284 (known good), but no lat
er than 407285 (first known bad).
