Regression:Unnecessary movements in the 'Google Chrome OS terms' frame while tabbing

Issue description

Chrome Version:63.0.3239.20/10032.17.0 dev-channel Candy,Daisy,Reks
OS:Chrome OS

What steps will reproduce the problem?
(1)Recover Build ->In OOBE screen ->goto 'Google Chrome OS terms' page
(2)Press tab continuously and Observe the unnecessary movements in the bottom border of'Google Chrome OS terms' frame(Kindly refer video)

Actual:Unnecessary movements in the bottom border of'Google Chrome OS terms' frame while tabbing out of frame
Expected:No such movements should be seen while tabbing.

This is a Regression issue as same is working fine in 62.0.3202.63/9901.49.0 dev channel Candy

Note:
1.Issue is not seen in Windows, Linux OS
2.Issue is also seen in latest M-64 dev
