Separator line is not seen in chrome://policy when zoomed to 90%

Version: 64.0.3250.0 (32/64-bit) b311d7bf3bc03d9706c0d43624afdb56a7978610-refs/heads/master@{#511680}
OS: Windows (7,8,8.1,10),Linux (14.04 LTS),Mac OS X(10.12.6,10.13.1)

What steps will reproduce the problem?
(1)Launch chrome and navigate to chrome://policy
(2)Zoom to 90% and observe.

Actual:Separator line is not seen when zoomed to 90%.
Expected: Separator line should be seen.

This is a non-regression issue, seen from M-46 series from build #46.0.2460.0

Untriaged it so that issue gets addressed.

Correction:
Changing the chrome version to the following,
Version: 62.0.3202.75 (32/64-bit)67b212ffb03c4401235f8961e2d15371b96cde27-refs/branch-heads/3202@{#750}
