[DevTools]Unable to resize the window from vertical separator line under 'Performance monitoring' section.

Issue description

Chrome Version: 64.0.3250.0 (Official Build) b311d7bf3bc03d9706c0d43624afdb56a7978610-refs/heads/master@{#511680} 32/64-bit.
OS: Windows (7,8,8.1,10),Linux (14.04 LTS),Mac OS X(10.12.6,10.13.1).

What steps will reproduce the problem?
1. Launch Chrome, open DevTools and press 'Esc' key to open Console drawer.
2. Go to 'Performance monitor' section from three dot menu list.
3. Try to resize left panel from vertical separator line using mouse pointer towards LHS/RHS and observe.

Unable to resize the window from vertical separator line.
Should be able to resize the window from vertical separator.

This is a non-regression issue, seen from M-64 series as 'Performance monitor' section is newly introduced from build # 64.0.3250.0

It is not supposed to be resizable.
