[Missing Test]: Enable V8ContextSnapshot feature on more environment

Automated tests for the below commit have been missing.Please add test coverage ASAP to avoid regressions in future.

The reverted reason was test failures on a Google internal trybot, and it must depend on the build settings.
If we have a public trybot (even not in CQ) whose setting is same with the private bot, the failure can be detected.

Unfortunately, the failed tests are not reproducible on my local machine.
