Drop down list appears misplaced in 'Console' section of devtools.

Issue description

Version: 64.0.3250.0 (32/64-bit) b311d7bf3bc03d9706c0d43624afdb56a7978610-refs/heads/master@{#511680}
OS: Windows (7,8,8.1,10),Linux (14.04 LTS),Mac OS X(10.12.6,10.13.1)

What steps will reproduce the problem?
1. Launch chrome, navigate to NTP and open devtools.
2. Now go to 'Console' section and bring focus to 'Default levels' using 'Tab' key and press 'Space bar' or 'Enter' key,observe

Actual: Drop down list appears misplaced
Expected: Drop down list should be seen properly

This is a non-regression issue, seen from M-64 series as focus on 'Default levels' appears from build # 64.0.3246.0

Thanks for the report.  I believe this is fixed after this CL landed:
https://chromium-review.googlesource.com/c/chromium/src/+/707476

I've confirmed it now shows the dropdown underneath the button on Linux 	64.0.3254.0
