Gesture function works with the first time input in Creating new email input box in log on screen

Platform 9592.91.0（official build) dev-channel clapper test 
Firmware Google_clapper.5216.199.7


REPRO STEPS:
1.Sign out go to log in screen
2.Tap Add person, focus on <Enter your email> input box
3.Switch to US keyboard compact layout
4.Slide finger,


Actual:
Gesture function works, close this window, tap <add person> again, back to <Enger your email> again, gesture function not works,

Note:
Gesture function only available in the first switch to US keyboard in log on email input box

Note：
In fact, in the first input Gesture function can not pop up suggest word, it is not really works, only can sliding by finger  over the keyboard;

We need disable glide lock/login screen.
chengong@ please disable glide by preference key on lock/login screen.
