style.getPropertyValue 's return value issue

Reported by madux...@gmail.com, Oct 26 2017

Issue description

UserAgent: Mozilla/5.0 (Windows NT 6.1; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/62.0.3202.62 Safari/537.36

Steps to reproduce the problem:
1. open chrome-dev-tools
2. focus the <html> tag
3. add style`--size:300px`
4. in console get the val: document.documentElement.style.getPropertyValue('--size')

What is the expected behavior?
expect it returns `300px`

What went wrong?
it returns ` 300px`( with a blank at begin)

Did this work before? No

Chrome version: 62.0.3202.62 Channel: stable
OS Version: 6.1 (Windows 7, Windows Server 2008 R2)

This is correct behaviour for custom properties - they need to preserve their input like this.

Firefox and Chrome both have the same behaviour here.

#3, then the space should not be added in the serialized attribute when the user adds a custom property via devtools Styles panel.
