continuous pool for reks is apparently unused

Issue description
There's an allocation of 'reks' DUTs to the 'continuous'
pool, but apparently, no tot-informational builder to use
that pool. Recent history says that the DUTs are all
working, but not actually being used to run tests.
The continuous pool allocation:

Stuff like this should be passed straight to the deputy, not allowed to languish. nxia@ Can you check that there's still a reks CQ pool, and that reks-paladin still doesn't run HWTest? If that's still true, you can zero out the DUT allocation.
