Consider mojo de/serialization for Geoposition vs mojom::Geoposition

Investigate:

Instead of having a converter function (FillMojomGeoposition from http://crrev.com/c/737737) between device::Geoposition and device::mojom::Geoposition, maybe we should be using a  mojo::StructTraits to do the conversion:
