"Store Debug Logs" file at chrome://net-internals/#chromeos doesn't have .tgz extension

Chrome OS Version: M64 10064.0.0 minnie

Steps To Reproduce:
(1) Visit chrome://net-internals/#chromeos
(2) Press Store Debug Logs

Expected Result:

Chrome creates ~/Downloads/debug-logs_YYYYMMDD-HHMMSS.tgz since the file is a gzipped tarball.

Actual Result:

It creates ~/Downloads/debug-logs_YYYYMMDD-HHMMSS (without any extension.) I think this is a recent regression.
