precision touchpad scrolling unresponsive when you open link in new window

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/61.0.3163.100 Safari/537.36

Steps to reproduce the problem:
1. go to reddit.com. Scroll up/down on the touchpad - you'll see it works without issue (scrolling is responsive
2. Right click any link (e.g. a comments thread) | open in new window
3. Try scrolling up/down in the new window

What is the expected behavior?
scroll should be responsive

What went wrong?
you'll see the scrolling in the new window INCREDIBLY janky. What I mean is when you scroll up/down it takes a long time to respond, like there's a ton of latency. It sounds very similar to what's described in this issue: https://bugs.chromium.org/p/chromium/issues/detail?id=517187

NOTE: I am running fully updated windows 10... build 1709 (fall creator's update) but this behavior happened in previous builds as well.

This ONLY seems to happen if I right click a link | open in new window. If I manually open a new tab and load the EXACT SAME url, it scrolls fine in the new tab.

This isn't specific to the reddit example, literally any link I open in a new window is laggy when I scroll that tab that was created in the new window.

I can record a video of this if needed, I can re-create 100% of the time.

The machine is a Dell XPS 13 Kaby lake. Running windows 10 build 1709.

Only browser extensions are video downloader professional and Ublock origin. The issue still occurs with both addons disabled.

I also set all flags to default and still see the issue.

I've seen other chrome scrolling issues blamed on 3rd party software (e.g. kaspersky av). This is a nearly clean install of windows with very little third party software installed. only av is windows defender: https://i.imgur.com/vTYqYn0.png

This issue occurs in Chromium, Chrome and ANY chromium based browser (e.g. opera/vivaldi).

Scrolling in any browser that is not chromium based works perfecrtly (e.g. firefox, edge)

Tested the issue on windows 10 using chrome M61 #61.0.3163.100 and latest stable M62 #62.0.3202.75 and unable to reproduce the issue.

Tested in lenovo thinkpad laptop with touch pad.Attached screencast for reference.

@ bwat47-- Could you please check if you could reproduce the issue in latest stable in other machines with a clean profile without any extensions and flags enabled and update us with your observations.

Hi hdodda,

In order to re-create it you need to open the link in a new window (not a new tab). Here is a video example: https://youtu.be/5HOtL5_6PNU

Another way to re-create it is to go to chrome:flags, click the reset all to default button and then click the 're-launch' button. After the browser re-launches, if I try scrolling on the chrome:flags page it's really laggy.

Note: When this issue occurs, if I simply re-size the new window, it starts scrolling normally.



The only other laptop I have available to test is an old asus u52f. I do not see the issue on that machine, but that laptop does not have a precision touchpad. Also works fine on desktop machines with a mouse.

Re-tested this issue again on Windows 7,10 and Mac OS 10.12.6 using the latest Canary 64.0.3256.0 and Stable 62.0.3202.75 and unable to reproduce this issue by following the below steps.

1. Launched Chrome and navigated to chrome://flags and reset all the flags to default.
2. Launched Chrome again and navigated to reddit.com
3. Right-clicked on any link eg. comment of one post and opened it in a new window.
4. Scrolled through the page and can observe no lag in scrolling.

Request you to please update chrome to the latest stable, retry the issue and update the thread with the observations.

Uninstalled chrome (and had it delete browsing data). Did a clean install of chrome stable 62.0.3202.75 and I was still able to re-create it

Also tried installing chrome canary  64.0.3256.0 and saw the same issue there

I can not reproduce on XPS with touchpad. Add block to 779372 reminder me to double check this issue.

Note: As a test I tried disabling hardware acceleration in chrome. With hardware acceleration disabled, I cannot re-produce.

I tried updating my intel drivers to the latest from dell's website (old drivers were version 21.x, new ones are 22.20.16.4771). After updating the drivers and rebooting I can still re-create the issue though (with hardware acceleration enabled)
I can reproduce by right click - open new window.

I suspect this is the same issue as  issue 713907 . Chao, if you agree you can just dup into that bug. IMO, since a window resize fixes it - this sounds like a bug on our end rather than missing the precision touch pad APIs.
