Random highlighted boxes in yellow seen on the desktop screen

Issue description

 Chrome OS 9901.54.0, 62.0.3202.74 beta caroline device

Steps to repro:
1. Highlighted boxes in yellow are seen randomly on the desktop screen.
2. Click on 'create note' option through stylus input.
3. Try to launch Google Keep preview note taking app.

Actual behavior:
Step 2. Unable to use this stylus feature.
Step 3. This app doesn't launch

That looks like the outline of chromevox 
Observed a notification like Google Keep Drawing preview has crashed.

That is indeed a faint echo of the ChromeVox highlight.  Dominic, any ideas on what could be happening here?
To add a note: Chromevox was not activated when this issue was seen.
There are a bunch of different stylus "modes", including the lens magnifier - is it possible that one of those modes is somehow triggering?

What about the focus highlight, caret highlight, or cursor highlight features? If any of those are on, they use the same focus ring code and maybe they have some weird interaction with a stylus.

Caret highlight and cursor highlight features were used but were not active at the time this issue appeared.
Are you saying that the cursor highlight feature was turned on?

I strongly suspect that this is a bug in cursor highlight feature, then. It makes sense that the stylus might trigger it but there could be some bugs due to differences between that and the mouse.

Katherine, could you confirm and try to turn this into a clear repro?

I'm seeing random boxes in pink now :), on M63 build (10032.32.0, 63.0.3239.42). There is no exact repro steps. Prior to seeing this, some of the accessibility features were 'on' and later eventually all of them were disabled.

I believe features 'Highlight object with keyboard focus' or cursor highlight may not be getting disabled appropriately. Attached logs might be of help.

@kathrelkeld, can you look at this re: #8? It seems like the random boxes in yellow are indeed related to Chromevox.

Let's keep this issue focused on why the Chromevox outlines are appearing. If there is a separate issue causing "Create note" to break, please file a separate bug assigned to me. It appears to be working normally on 64 canary.

Case#: 13437197 customer ( crbug.com/770870 ) has reported about the issue still persists after upgraded to M64.
The behavior is different as now the square is stable and not moving,
